The National Health Insurance Exchange.

Mr. Obama’s health insurance/care approach is quite
different. His approach comes from the national level. With
this approach, employee-based health insurance is, not only
encouraged, but it is bolstered. Unlike Mr. McCain’s plan,
though, several other options are encouraged as well, such as
private health insurance plans and, even public plans. Since
choice is so important to most Americans and since the
individual needs are so diversified, this can be seen as
‘proactive’. The reason for this is the extra work involved in
offering so many diverse options. Many more unknown bases will
be covered.
The new ‘public health insurance/care plan’ would be
government-run, similar in some ways to Medicare. Unlike
Medicare, though, this will not be limited to the elderly and
poor. Trained economist and Harvard University Professor, David
Cutler is the senior health care adviser for Mr. Obama. He has
been quite vocal when explaining these proposals. He describes
the government regulation mechanism, called the National Health
Insurance Exchange. It would offer health insurance plans to
the public that are similar to the ones our Congress now enjoys
through the Federal Employees Health Benefits Program.
Mr. Cutler explained to FOX News: “What the national health
insurance exchanges are all about is bringing the benefits of
big firms to individuals and to small firms. ”Mr. Cutler
believes that, by bringing “individuals and small firms”
together, the small businesses will be able to enjoy the better
benefits that now are only afforded to larger companies. This
will stop health insurance companies from rejecting those in
poor health so readily. This is proactive.
