This is a little puzzling, seeing as how this method is
usually one of the only means of getting access to medical care
available to many of these low-income residents who don’t have
health insurance and without such a program as this. This could
be caused by the long delays or, perhaps, some of those
residents need some guidance on how to appropriate health
insurance. The director of the Massachusetts’ authority that
oversees the health plan is Jon Kingsdale. He is not convinced
that the longer waits and the emergency room mis-use is any
worse in his state than it is in the other states. He did
explain that they found it easier to just enroll these with
health insurance than it would be to “break their longstanding
links to local hospitals”. He did concede “We’ve clearly
identified that as behavior that has to be changed.”
This new Massachusetts plan went into law and took effect
last year. This is the grandest effort of any state to test the
viability for universal coverage. It is, basically, a
laboratory. It is a test of many of the Commonwealth Fund
principles, currently being touted by the Democratic candidates
on the troubled health insurance/care issue. This state may
serve as a model for the federal level, if successful and with
a Democratic Executive in the White House. The basic
differences between will be almost negligible by the time
anything survives the grueling legislative process of the
federal Congress. Health insurance will be looked on as a basic
right in a developed nation (as it already is in almost all
developed countries). Nearly everyone will have health
insurance/care, but there will always be a small number of
exemptions by choice.
