and adequate for all.

Employers already offering health insurance will not be
burdened in any way. In fact, they will benefit greatly by
offloading the most expensive treatments to the government.
Small businesses will also benefit. Some will be exempted from
responsibility, while other will benefit by receiving the great
health insurance advantages that are now reserved for only
larger companies. However, those employers who elect to not
offer health insurance to their workers will be required to
contribute to a fund (by mandate) so that their workers can get
coverage elsewhere. The amount to be assessed is not yet
determined, but the Massachusetts model is currently testing a
value of 7% of payroll. Based on their results, a fair and
workable amount should be determinable.
As mentioned, Mr. Obama is committed to provide health
insurance for all citizens who would choose it. To implement
this, he plans to form a new government entity to provide
public health insurance. This may run along the lines of an
extended Medicaid.
All of the children would be covered under Mr. O’s plan. He
intends to expand eligibility for the SCHIP (children's health
insurance program). Medicaid would be expanded, as well.
For those who can’t get coverage any other way, Mr. O is
creating a nationwide public health insurance market.
A great concern, not addressed by Mr. McCain, is the dismal
state of those with inadequate health insurance. Many of these
are destitute and being driven into bankruptcy over medical
expenses. Mr. O is purporting that the coverage he is creating
could be likened unto the coverage that the members of Congress
themselves enjoy. Adequate, at the very least.
